U.S. Ambassador to Kenya J. Scott Gration resigns over ?differences? with Washington

Kenya, an economic powerhouse in East Africa, is a close U.S. ally in the fight against terrorism, particularly against the al-Qaeda-linked al-Shabab militia in neighboring Somalia.

Gration?s departure comes amid increasing U.S. concern that al-Shabab and other groups are penetrating the Horn of Africa and using the region as a base to target the West and its allies. Kenyan military forces are fighting the Islamist militants in Somalia, alongside U.S.-backed African Union troops.

Since Kenya sent its troops to Somalia last October, a spate of grenade attacks has harmed the nation?s tourism sector, the second-largest source of foreign exchange after agriculture.

A U.S. Embassy advisory last week warning of an imminent terrorist attack in Kenya?s southern port city of Mombasa stirred tension between Nairobi and the State Department. Worried that the warning could further harm its tourism industry and economic growth, the Kenyan government publicly described it as ?economic sabotage.?

Two weeks ago, Gration was visited in Kenya by the administration?s highest-ranking diplomat on Africa, Assistant Secretary of State Johnnie Carson, a career foreign service officer who served as ambassador to Kenya from 1999 to 2003. Carson first visited Somalia, the highest-ranking U.S. official to do so in nearly two decades.

The son of missionaries, Gration grew up in the Democratic Republic of Congo and speaks Swahili, widely used in Kenya and other parts of East Africa.

He spent most of his Air Force career as a fighter pilot, then rose through the ranks to become director of strategy and planning under Marine Gen. James L. Jones, who at the time was NATO?s supreme allied commander. Gration was assigned to brief then-Sen. Barack Obama, and later was asked to accompany Obama as military liaison on a formative trip to Africa. They spent three weeks traveling through South Africa, Kenya, the Darfur refugee champs in Chad and the U.S. military installation in Djibouti.

A few months after the trip, Gration retired from the military and joined the Democratic Party and Obama?s campaign. Gration was a close adviser who was said to have greatly influenced Obama?s thinking about Africa; he later became a special assistant to the president.

From March 2009 to April 2011, Gration was the U.S. special envoy to Sudan. He spawned controversy over his soft-handed leadership style in dealing with the repressive Khartoum government, led by Omar Hassan al-Bashir, who had been indicted on war-crimes charges.

While Gration at the time called his approach pragmatic, critics, including Democratic and Republican members of Congress, charged that Bashir?s regime was manipulating him. They argued that Bashir and his top advisers respond only to pressure, particularly tough multilateral sanction against Sudan. But Gration preferred a more conciliatory approach, using carrots over sticks.

?We've got to think about giving out cookies," Gration told a Washington Post reporter in September 2009. "Kids, countries ? they react to gold stars, smiley faces, handshakes, agreements, talk, engagement."

Gration, who became ambassador 13 months ago, said in his statement Friday that the diplomatic assignment had been ?the perfect opportunity to use my deep-rooted knowledge of Kenya ? its people, its language, and its culture ? and my diplomatic, development, security, and humanitarian experience.?

Gration said he would deeply miss Kenya and its people.

?I am very proud of my 35-year career of dedicated and honorable service to our great nation, leading at all times with integrity first and the highest ethical standards,? he said.

V3 Gaming PC Avenger


On the chance that its name gives you the wrong idea, you should know that the V3 Gaming PC Avenger ($4,599 direct) has nothing to do with the popular, recently released superhero movie. Given its powerful components, however, it seems designed to make you feel like a superhero yourself when you fire up your favorite 3D games. At that it succeeds?at least for a couple of years, you won't have to worry whether you're capable of handling whatever the newest and hottest title on the market is. But if you're longing for the fastest or flashiest system on the market, this isn't it; the Avenger gives you a solid combination of price and performance, but stops short of inspiring a deeply felt "wow."

Design and Features
The V3 Gaming PC Avenger may lack the ostentatious looks of many high-end gaming PCs, but it makes the most of what it does have. This starts with the Corsair Obsidian Series 650D case, a sharp-edged, sharp-looking model adorned with very little ornamentation: Nvidia and V3 logos on the windowed primary side panel, a giant Nvidia logo on the opposite one, and that's it. You certainly don't need much more, and the case is well enough outfitted that you likely won't care: There's plenty of interior space, and two easy-to-use door latches on either side panel give you frustration-free ways to access it.

Once you open the case, you're greeted with a bit more color by a green cold cathode ray lighting tube that spans the vertical interior (more Nvidia-focused subtlety, we'd wager). But you'll also find plenty of enticing components worthy of any serious gaming PC. Installed on the Asus P9X79 Pro motherboard is an Intel Core i7-3930K CPU, our favorite Sandy Bridge?Extreme model (because of its excellent performance-affordability profile), which has been overclocked from its natural 3.2GHz to a blistering 4.8GHz. That sort of treatment demands heavy cooling, and it's been provided by a closed-loop Asetek liquid cooler. The processor is paired with 16GB of RAM, distributed among four 4GB Corsair Vengeance DIMMs in the motherboard's eight expansion slots; you can install a maximum of 64GB in the P9X79 Pro (but to do so, you'll need to swap out the chips that are present?not that 16GB will become wimpy anytime soon). Providing hefty graphics firepower are three Nvidia GeForce GTX 680 video cards, which diminish expandability somewhat by blocking one PCI Express (PCIe) x8 slot and two PCIe x1 slots.

Of the four 5.25-inch drive bays on the Avenger, one is filled with a Samsung Blu-ray burner, a second with a multiformat card reader, and two are empty. The case technically has six 3.5-inch drive bays located below the 5.25-inch drives, but all are spoken for. There's a 2TB 7,200rpm hard drive in one, two 120GB Corsair Force solid-state drives (SSDs) in a RAID Level 0 configuration in two others, and the controller for the interior lighting takes up all of the bottom three; if you want to add more drives later, something will have to go first. Providing the juice for all this is a 1,200-watt Corsair AX1200 power supply.

Ports on the rear panel include six USB 2.0, four USB 3.0, two eSATA, Ethernet, S/PDIF optical out, and jacks for eight-channel audio. Also present are a dongle that adds Bluetooth 4.0 and a BIOS flashback button (used in conjunction with a specially marked USB 2.0 port) that gives you the freedom to tweak your system settings without fear that you'll render the computer unbootable. The front-panel port selection is hidden behind a drop-down door, and comprise two USB 3.0, two USB 2.0, FireWire 800, and headphone and microphone jacks. Another nice addition is a 3.5-inch drive dock in the front section of the top panel; it's covered by a door as well to protect the SATA connectors inside, though we had consistent trouble closing that door all the way.

Our V3 Gaming PC Avenger also game with a peripheral pack to help round out your gaming experience. It includes two items by Razer, a Death Adder mouse and a Lycosa keyboard, as well as a Fatal1ty Professional Gaming Headset MK II; these are all basic, few-frills offerings, but if you need to augment your setup, they're a decent way to go. (If you already have pieces you're happy with, you can get the system itself for $100 less.) The Avenger's warranty covers parts for three years and labor for life, and provides lifetime technical support as well.

Performance
V3 Gaming PC AvengerYou rarely have to worry much about performance with a serious gaming machine, and that remains true of the V3 Gaming PC Avenger. It delivered dazzling results in all our productivity tests: 2 minutes 17 seconds to apply a dozen filters and effects in Adobe Photoshop CS5, 54 seconds to convert a video in Handbrake, and scores of 13.62 on CineBench R11.5 and 6,348 on Futuremark PCMark 7 respectively. But none of these was a record setter: The latest Origin Genesis (which was overclocked to 4.9GHz) surpassed the V3 in Photoshop (2:12), CineBench (14.23), and Handbrake (51 seconds); and the Editors' Choice Maingear Shift Super Stock delivered a stronger PCMark 7 score (6,501).

The one test in which the V3 set a new standard was the Entry preset on Futuremark 3DMark 11: Its 26,055 was well ahead that of the closest competitor (again the Maingear, with 24,337). But the V3 trailed in all other gaming tests, whether 3DMark 11's Extreme preset (the Genesis' 9,710 trumps the V3's 8,884), Lost Planet 2 (where the Maingear won at both 1,280 by 720 and 1,920 by 1,080, with 359 frames per second, or fps, and 232fps respectively), or Crysis (the Genesis won here, as well, with 131fps and 86fps at lower and higher resolutions).

Although the V3 Gaming PC Avenger costs less than the newest Maingear Shift Super Stock, we're letting the latter retain its Editors' Choice based on its superior gaming and productivity performance, stronger upgrade potential, and more innovative design in a more elaborate and compelling chassis. But if you don't want to shell out the extra money for those privileges, and you can live with less than all-consuming performance, the Avenger is a fine choice.

Rutgers Early College Humanities Program Prepares Teens for the Future

?

Irvington High SchoolFor the last six months, Terence Williams, an Irvington High School junior, has been immersed in college level study of humanities.

He and two dozen fellow students in this economically struggling community near Newark have been reading poems by A.E. Housman, studying the works of Plato and writing essays on discrimination in contemporary society.

?This has changed my perspective in so many ways,? Williams said.

The students were participants in the Rutgers Early College Humanities Program, or REaCH, which offers high school students in historically underserved school districts the opportunity to take a credit-bearing college-level course in the humanities, taught at their own schools by professors and instructors who are experts in their respective disciplines.

?In early June, about 86 students in Newark, Camden, Plainfield, Irvington and Carteret have participated in Reach graduation ceremonies to celebrate their successful completion of the program. Each student received three academic credits from Rutgers.

?You are absolutely phenomenal,? Superintendent of Schools Ethel Hasty told the Irvington students at a June 12 ceremony. ?And all you needed was opportunity.?

The program was started in 2008 by the School of Arts and Sciences (SAS) at Rutgers-New Brunswick.? More than 550 students have participated in REaCH, 85% of whom will have earned college credit from Rutgers. Besides the high schools, REaCH courses have also been presented in the Rutgers Future Scholars program in New Brunswick and Newark and the Rutgers Upward Bound program.?

The program is overseen by Michael Beals, SAS Vice Dean of Undergraduate Education, and Martin Kempner, REaCH director.

This year was the first time Irvington students had participated in the program. At the graduation ceremony, Kempner praised them for having completed work as demanding and difficult as courses taken by first-year students at Rutgers.

??You balanced the demands of a college course with the demands of your regular high school work, and with the demands of your personal lives as well,?? Kempner said. ?You are successes.?

Williams, who is finishing his junior year, said his favorite subject was history.? He and other students studied selections from the book Letters of the Century: America 1900-1999,

which contains letters from some of the most famous figures of the century as well as those from ordinary people.

?The letters are so personal ? it was a very different way of studying history,? he said. ?You can really understand what people were feeling and what they were going through at different points in the century.?

Palestinian: US supports 'an apartheid system'

BETHLEHEM, WEST BANK ? At the Aida Refugee Camp, a few blocks from Israel?s separation wall, is the Al Rowwad Cultural and Theater Center founded by Dr. Abdelfattah Abusrour in 1998 with the philosophy of ?beautiful resistance? against the Israeli power over their land.

Abusrour is part of the first generation of children born to refugee parents in the Aida Refugee Camp, which was established in 1950 between the towns of Bethlehem and Beit Jala. It is now home to around 5,000 inhabitants all descendants from the 1948 expulsion from Palestine.

Abusrour considers himself ?fortunate? to have gotten a scholarship to study in France, where he stayed for nine years and got his master?s and Ph.D in biological and medical engineering. But his heart was always also with theater, painting and photography. He came home with the dream of working with children to help shape the future of a Palestinian state.

The center started working with children in refugee camps in the area of Bethlehem and Bet-Jala, but then spread all over the West Bank with mobile ?beautiful resistance? programs in theater, dance and music training.


He explained the center?s philosophy: ?Resistance, because we are under occupation still until today and we have this right to resist the occupation; and beautiful, to reflect all this beauty, this humanity, this culture, this heritage, this beautiful heritage of unarmed struggle that the Palestinians have carried over the years even before Gandhi and Martin Luther King.?

U.S. is ?supportive of an apartheid system that is suffocating us?

The center takes some of the children to tour and perform internationally.

?We go internationally to give the children the possibility to see real, free and peaceful countries without checkpoints, without tear gas, without occupation soldiers,? said Abusrour.

Children have toured in the United States, among many other countries.?

Abusrour says he was very eager to tour with the children in the U.S. because it is the richest, most powerful democracy in the world. But he also wanted to show them that even in the biggest democracy, injustice can be found.?

NBC News speaks with citizens from around the globe, asking the question, 'What Does America Mean to You?'

?We took our children to poor areas like Afro-American neighborhoods because it was important for me to show them as Palestinians that there are equal injustices in other places of the world,? he said.

While he appreciates the power of the U.S., Abusrour believes that as a country, it is not living up to its ideals. ?

?The United States of America is a country like any other country. It has its beauty and faults," said Abusrour. He added that it is "the land of free and the brave, apparently, and they are violating the values that they pretend defending.?

For many Palestinians, it is hard to ignore the long-term support the U.S. has given and continues to give Israel for its security. ?Many find it hard to understand how a country like the U.S., which plays a leading role in shaping the policies of other countries, can help Israel?s continuous violation of the Palestinian?s rights.

?As a Palestinian I see that [the U.S.] is supportive of an apartheid system that is suffocating us, that is continuing a violation of human rights and human values that we share as Palestinians,? said Abusrour. ?I see the governments of the United States of America, one after the other, supporting this illegal occupation.??

Valve To Release Internal Filmmaking Software For Free On Steam ...

Following?recent news that Irish animation studio Brown Bag Films had licensed Valve?s Source engine for its next big project, the company behind the Portal and Half-Life series has unveiled that it will soon be releasing its internal animation software for free to the public.

The Source Filmmaker software was announced today at the end of Valve?s long-awaited ?Meet the Pyro? short, showcasing the last of the classes in its popular free-to-play title?Team Fortress 2.

?We condense the entire pipeline of an animation studio down onto a single gaming PC,? said Bay Raitt, a filmmaker at Valve. ?We built the Source Filmmaker so that we could efficiently share our creative efforts across all aspects of the entertainment experience.? Before joining the company, Raitt was a key member of the team who engineered Gollum?s life-like facial expressions in The Lord of the Rings trilogy.

To date the company has used the software to create over 50 animated shorts. The innovative suite allows users to take control of cinematography, film-editing, and animation, all done on-the-fly in a single application.

Characters and environments that come with the filmmaking software are limited to the world of Team Fortress 2?for now, though Valve is aiming to make its Steam Workshop, available to all members of the company?s digital distribution service, a forum for trading new in-engine props between users.

Interested filmmakers can sign up for the beta release of Source Filmmaker right now. On top of the filmmaking suite, Valve is including a source file of one of its completed movie projects so that users can test out the on-the-fly tweaking capabilities of the software. After the initial beta, Valve plans to release the software to the Windows Steam community free of charge.

?We?ve found that giving away our tools for free leads to the community creating amazing things for themselves and for others,? the company said. ?We can?t wait to see what amazing creations you make with SFM.?

Summer Fun In The Sun

Summer is the time of year when individuals and families are playing at the park, cooking out in the backyard, swimming and boating, and just generally soaking up the sun. The sun, much like food, has the potential to be harmful if not approached with balance and knowledge. We want to be exposed to enough sunlight for our bodies to make Vitamin D but need to know how to do so safely.

The sun produces two main types of radiation we should be concerned with, UVA and UVB. UVA radiation penetrates deeply into the skin. It is less likely to cause a superficial sunburn, while causing premature wrinkles and DNA mutation. It is the DNA mutation from the UVA radiation that is considered a strong contributing factor for skin cancer development. UVB radiation from the sun affects the skin more superficially causing tanning (or sunburns) and vitamin D formation. Vitamin D encourages the absorption and metabolism of calcium and helps maintain your immune system.

In June 2008 the Archives of Internal Medicine stated that ?lower levels of vitamin D increases risk of dying from all causes.? Regarding cancers, a vitamin D deficiency has been correlated with: breast, colorectal, brain, melanoma, stomach, kidney, ovarian, lung, pancreatic, leukemias, non-Hodgkin?s lymphoma, and esophageal cancers. Other illness that have been shown to be related to a vitamin D deficiency include: Diabetes, autoimmune diseases, mood disorders, autism, developmental delays, osteoporosis, immune function, gum disease & dental health, and cardiovascular disease. We need to make sure we are getting enough Vitamin D on a regular basis and in the summer the sun can offer this protection.

It was in the late 1980?s that we were advised to limit sun exposure and began to use sunscreens regularly. Since then cancer incidence has increased, including the prevalence of skin cancers. The chemicals in most sunscreens are primarily blocking the UVB radiation to prevent sunburns (and hence Vitamin D formation) while doing very little to protect the skin from the UVA radiation. To help increase vitamin D levels through sun exposure, we only need 15 to 20 minutes of mid-afternoon sun daily.

To protect ourselves and our families from sunburn, wrinkles, and DNA mutation from extended sun exposure use a sunblock that protects from both UVA and UVB radiation. I recommend a block with zinc or titanium dioxide as the blocking agent. This creates a physical block that inhibits sun radiation absorption at the skin. Avoid products that contain: parabens, oxybenzone, and benzophenone-3 because of the potential allergic and hormone concerns from these chemicals. Spray sunscreens with these ingredients pose a particular risk because of the potential for inhalation when applying them. For extended periods of sun exposure away from water, tight knit clothing and hats are the ideal way to protect skin from solar radiation.

Also remember the protective benefit of naturally occurring phytonutrients from vegetables and fruits. The same phytonutrients that help to protect the plants from the UVA and UVB radiation will minimize the oxidative, inflammatory, and DNA damage at our cellular level. So eat lots of fresh and local fruits and veggies this summer and enjoy the sun responsibly.

As EU meets, euro hangs in the balance

BRUSSELS, Belgium -- Here in the heart of the bureaucracy overseeing the eurozone, officials publicly concede the future of the common currency is at a crossroads.

Privately, some are acknowledging that the plan to bind Europe even closer together may be nearing the end of the road.

On Thursday, European Union leaders will gather for two days in another last-ditch effort to head off Greece's departure from the monetary union, an outcome all sides insist would spell?economic?and?financial?chaos?for Greece, threaten the rest of the eurozone and perhaps pressure the rest of the global economy.

But any hoped-for resolution of the crisis will have to wait. Greece's newly-elected prime minister, Antonis Samaras, has been sidelined from the meeting for health reasons. EU officials have delayed an audit of Greece's progress on economic reforms that must be completed before the next installment of financial aid is transferred to Athens.

The crisis entered a new, more worrisome chapter Monday following Spain's formal request for?rescue loans to backstop banks laden with bad debts due to a housing collapse. Some market economists believe the rescue appeal could represent the early stages of a wider request for a full bailout for the Spanish government, which saw its borrowing costs soar above 7 percent early last week.

The cost of such a Spanish rescue would be an order of magnitude bigger than the Greek bailout and raise the prospect that Italy, Europe's third largest economy, could soon follow suit, stretching the monetary union to the breaking point.

The European experiment may have been doomed from the start.?The massive debt burden now crushing southern economies followed the creation of a common currency that allowed them to borrow cheaply with no central European government to control taxation and spending.

Now, after two years of unsuccessful efforts to convince 17 sovereign nations to cede control of their budgets to Eurocrats in a distant capital, the financial markets are revoking that cheap credit line. Euro zone officials here insist they can still create the political union that will solve the problem ?- a task roughly equivalent to laying a foundation under a house that?s already been built and occupied.

?There is an undermining of trust among the main players in the process of European integration that is very difficult to mend,? one senior adviser at the European Commission told a group of American reporters in?a background briefing last week. ?There is a sense of an unease spreading. And there is a risk as everyone is searching for scapegoats. The economies are not improving."

The immediate concern centers on the latest round of brinksmanship over tough austerity measures imposed on Greece in return for continued financial help from the rest of the euro zone.

More than two years and 20 summit meetings after first grappling with the unfolding economic crisis, the latest standoff between Greece and the rest of Europe is shaping up as a last-ditch effort.

"We are doing everything to give the euroa future,? German Chancellor Angela Merkel told reporters after a meeting with other leaders in Rome Friday. "We are fighting for the euro."

Deepening divide
But with discord among Europe's leaders deepening, time may have finally run out.

The latest crisis has widened already-deep divisions. Officials from the European Commission, European Central Bank and International Monetary Fund ?- the so-called troika ?- were to have reviewed Athens? progress this week on a list of bailout conditions before EU ministers assemble here for the summit to decide whether to write the Greeks another check. That review has been postponed indefinitely.

The newly-elected Greek government, which will burn through its latest bailout check in a matter of weeks, is widely regarded as too fragile to endure, let alone uphold the harsh measures that have driven the Greek economy to the brink of collapse.

With unemployment soaring and their economy in a deep depression, Greek officials said Saturday they will seek to repeal some taxes, halt layoffs and extend by two years the deadlines for tough austerity measures imposed under its international bailout agreement.

?In those two days in Brussels, we will carry out a major battle for revision of the loan and negotiate a framework that will boost recovery and the fight against unemployment,? said Evangelos Venizelos, head of the socialist PASOK party.

German officials are in no mood to let Greece off the hook. Merkel has said there can be no "rebates" on bailout terms for Greece. Finance Minister Wolfgang?Sch?uble has insisted that Athens must live up to the promises made when it agreed to accept the eurozone?s financial lifeline.

"(Samaras must) enact the program agreed upon quickly and without further delay instead of asking how much more others can do for Greece," Sch?uble told Reuters Sunday.

Tensions rising
The rising tensions among Europe?s leaders are also spreading among voters from Berlin to Brussels to Athens.

Having so far dodged the recession sweeping across the continent, Germans have been ?crisis winners,? according to economist Friedrich Heinemann at the Centre for European Economic Research in Mannheim. As capital has fled debt-ravaged southern Europe to the safe haven of Frankfurt, falling interest rates have sparked a building and housing boom, kept a lid on inflation and helped boost German wages for the first time in over a decade.

Germany has become the de facto backstop for the faltering economies. It has contributed the bulk of the 890 billion euros ($1.1 trillion) in loan guarantees and bailout funds for Ireland, Portugal, Greece and now Spain -- the latter by far the largest economy to date to ask for help.

But Germany?s export-reliant economy, which depends heavily on continued strong demand from its troubled southern neighbors, is now slowing.

For their part, German voters are growing weary of their role?as financial backstop and are losing patience with bailouts that appear to have no end in sight.

?We are a European community and we belong to each other," said Reinhard Schniel, a project coordinator at the?Institute of Physics and Technology in Braunschweig. "We depend on others economically and in many other senses -- you can?t abandon your partners, your family. But we don?t see the political and economic mechanisms to make these countries change.?

Germans are deeply ambivalent about their new role. Memories are still fresh of the two world wars that resulted from the ambitions of past German leaders. But as Europe?s largest benefactor, Germans aren't eager to cede decisions to Brussels.

?Itsbasically the same kind of issue as back in the good old Boston Tea Party days -- ?No taxation without representation,?? said Timo Klein, an economist with IHS Global based in Frankfurt.?

For their part, Greek voters have little patience with what they see as Berlin?s relentless scolding over a crisis that was many years in the making and has helped boost the standard of living for the average German worker.

Mary Linos, anGreek IT student studying in Brussels, saw Germany defeat Greece last Friday in the?Euro 2012 soccer match. Linos, wrapped in the blue and white stripes?of Greece's flag, watched the game?with her friends at the Ethnic Caf?, just off the city's Grand Place.

?It?s not just the money,? she said, as the crowd booed when the big screen flashed a shot of Merkel sitting in the stands. ?We need help with experts to fix the problems. Germany has seen this happening for years now and has done nothing. Germany has also made a lot of money from Greece?s problems.?

Under construction
Europe?s fledgling central government -- still under construction after 22 years -? has been unwilling or unable to impose solutions.

In Brussels, a sprawling cluster of gleaming new buildings is dotted with construction sites that bristle with cranes still busy expanding the office space needed for more bureaucrats, lobbyists and journalists. They are trying to create a political culture here familiar to any American living within the Washington Beltway. But much like the vast Brussels headquarters complex, the architects of the grand vision to unify a continent of more than two dozen cultures, languages and sovereignties embarked on the plan with long time horizon. Europe's weaker economies can't wait that long.

Just as the American political system has lost its capacity to find compromise, the European experiment with the euro is faltering after repeated efforts to forge consensus. Despite repeated calls for tighter political union, the eurozone remains a loose collection of?states with a history of conflict that stretches back centuries.

Even as some here blame Athens for dragging its feet, for example, the European Commission itself continues to resist implementing a long list of reforms.

Member states still make their own tax and spending policies, borrowing to make up shortfalls without regard for the wider financial impact on the eurozone. Labor laws and social programs are set for each country by individual governments, producing economic imbalances that are exerting mounting pressure on the currency binding the group together.

Unlike their U.S. counterparts, European bank regulators have no authority to shut banks that are bleeding money, creating the risk that bailouts of so-called ?zombie? banks are simply throwing good money after bad.

The obstacles to these reforms date at least to the formation of the monetary union. Some are much more deeply-rooted. The creation of a common political system has been heavily impeded by the nationalism reflected in the distinct cultures and languages of European states.

As finance ministers hastily assembled to consider the latest backstop for Greece last week, for example, the top item on the agenda was a recent poll showing that the number of Europeans who know a?language other than their own has dropped slightly in a decade, from 56 percent?to 54 percent. The most common second language is English, although England is not a member of the monetary union.

EC officials acknowledge the scope and depth of what is being demanded of Athens.

?The changes we're expecting overnight are changes that are usually made over a generation,? said Ioana Diaconescu, an EC economic analyst.?

Ortiz hits 399th HR as Red Sox shell Jays

BOSTON (AP) - The Red Sox scored six runs in the first inning against a wild Ricky Romero, David Ortiz hit his 399th career homer and Boston beat the Toronto Blue Jays 10-4 on Wednesday for its fifth straight series win.

Adrian Gonzalez had three RBIs and Mike Aviles added two as the Red Sox improved to 9-2 in their last 11 games.

Jon Lester (5-5) fell behind 1-0 in the first when he allowed a run-scoring single to Colby Rasmus, but the Red Sox scored all the runs they needed in the bottom half as Romero (8-2) threw 16 balls on his first 19 pitches.

Boston went ahead 7-1 in the second when Ortiz and Cody Ross walked on 3-1 pitches and Gonzalez hit an RBI single.

Jose Bautista hit a solo shot, his major-league leading 25th homer of the season, off Lester in the fourth. But the Red Sox struck back with two runs in the bottom of the inning. Gonzalez singled in one and Aviles drove in the other.

Ortiz made it 10-2 in the fifth with his 21st homer of the year. His 399 career homers are tied for 49th with Andres Galarraga and Al Kaline. Duke Snider is 48th with 407.

Lester, who was just 1-2 in his previous six starts, retired eight consecutive batters before running into trouble with two outs in the sixth. He allowed a double to Bautista followed by Edwin Encarnacion's 22nd homer. Ben Francisco then singled, but Yunel Escobar flied out to end the inning.

Lester pitched seven innings, striking out four with no walks, seven hits and four runs.

Romero was in trouble from the start. He had averaged 4.4 walks per nine innings this season but walked a total of just nine batters in his last four starts.

On Wednesday, he struggled to find the plate and left after giving up six walks, seven hits and nine runs in three-plus innings.

He walked leadoff batter Daniel Nava on four pitches then threw two balls to Dustin Pedroia before his first strike. Pedroia doubled in Nava and the next batter, Ortiz, walked on four pitches before Romero started Cody Ross with two more balls.

Ross then singled, loading the bases, and Gonzalez reached on an error by third baseman Encarnacion, allowing Pedroia and Ortiz to score. Will Middlebrooks followed with an RBI groundout, Aviles singled in one run and Darnell McDonald singled in another, making it 6-1.

Notes: Toronto, in last place in the AL East, dropped two games behind Boston ... Romero was 4-0 in his last seven starts but had given up at least four runs in each of his last six games. Wednesday's start was his shortest of the season and the runs allowed were his most.... Bautista leads the majors with 16 road homers. ... RHP Henderson Alvarez, who left Monday night's 9-6 Toronto win with right elbow soreness, is expected to start on Saturday after undergoing an MRI that shows some inflammation, manager John Farrell said.

Lab-on-a-chip detects trace levels of toxic vapors in homes near Utah Air Force Base

ScienceDaily (June 26, 2012) ? A lab-on-a-chip technology that measures trace amounts of air contaminants in homes was successfully field-tested by researchers at the University of Michigan.

Even in the presence of 50 other indoor air contaminants, the U-M-built microsystem found levels of the targeted contaminant so low that it would be analogous to finding a particular silver dollar in a roll stretching from Detroit to Salt Lake City.

"This is the first (known) study of its kind," said Ted Zellers, professor in the U-M School of Public Health and the Department of Chemistry, and project director.

"Most lab-on-a-chip technologies are used for biomedical analysis of liquids," Zellers said. "Our technology is designed for monitoring contaminants in the air, and this groundbreaking study is the first to prove that it can work outside the laboratory in real-life applications."

The applications are potentially limitless because the device, called a microfabricated gas chromatograph, can be tailored to detect any contaminants, Zellers said. For instance, the team is adapting the same technology to detect certain industrial chemicals in the breath and saliva of exposed workers, biomarkers of cancer and other chronic disease, and markers of explosives for airport screening applications.

The Department of Defense contracted the U-M team to adapt and test two prototypes devices in homes near Utah's Hill Air Force Base to measure indoor concentrations of trichloroethylene, or TCE. TCE was used on military bases until the 1970s, and improper disposal caused TCE to become a pervasive groundwater contaminant that can seep into homes above plumes.

"The core microfabricated silicon chips, when stacked, are roughly the size of a wristwatch," Zellers said. They require less power and can be made smaller and less expensively than traditionally manufactured counterparts.

The microsystem was designed and built by faculty and students affiliated with the Center for Wireless Integrated MicroSensing and Systems in the College of Engineering.

Zellers said the group is currently negotiating with several companies interested in commercializing the technology.

A series of articles describing the results appeared this month in the journal Environmental Science & Technology.?
