A RECORD number of children ? 992,520 ? were in approved childcare in the September quarter last year, an increase of 9 per cent over the year.

The figures, to be released by the government today to blunt opposition attacks the system has become unaffordable, show 27.6 per cent of children aged up to 12 attend the nation?s 14,523 childcare services, which have increased by 3.2 per cent.

Figures for the whole are understood to show that the number of children in childcare has passed one million.

Long daycare took by far the greatest proportion of children, 61.2 per cent, followed by outside-school-hours care, 29.5 per cent, family daycare and in-home care, 11.7 per cent, and occasional care 0.8 per cent.

Childcare Minister Kate Ellis said the new figures showed an 8 per cent increase in the number of families using childcare.

?Never before have there been more children in Australian childcare or more government assistance subsidising their fees,? Ms Ellis said.

The Child Care Update shows more than 704,000 families used approved childcare services in the September quarter of last year.

?What these new figures show is that the out-of-pocket costs for a family with a combined income of $115,000 per year have fallen from 11.4 per cent under the Howard government to 7.7 per cent under this Labor government,? Ms Ellis said.

?The latest figures show that more Australian children have been accessing vital early learning opportunities, and we hope to see this continue to grow as improvements are made to the quality of early childhood education and care.

?This report provides an important reality check and shows that the opposition?s claims masses of families are being driven out of childcare services and forced into backyard care are just another one of Tony Abbott?s baseless negative scare campaigns.?

Julia Gillard convened an emergency summit with the childcare sector and unions last month to discuss reforms after conceding parents needed relief from rising costs and some families needed greater flexibility.

Moves to increase childcare flexibility come after the Opposition Leader vowed to have the Productivity Commission examine the possibility of extending the 50 per cent childcare rebate capped at $7500 a year to in-home carers, a move that gained traction with parents.

While Mr Abbott announced plans for an inquiry after the election, Ms Gillard is planning a policy change in coming months.

Akin releases new campaign ad asking for ?forgiveness?

Facing a fury of calls from his own party to drop out of the Missouri Senate race--and a 5 p.m. (CT) deadline to do so--embattled Republican Congressman Todd Akin released a new campaign ad early Tuesday apologizing for his comments about "legitimate rape"--and asking for forgiveness.

"Rape is an evil act," Akin says in the 30-second ad. "I used the wrong words in the wrong way and for that I apologize. As the father of two daughters, I want tough justice for predators. I have a compassionate heart for the victims of sexual assault. I pray for them. The fact is rape can lead to pregnancy. The truth is rape has many victims. The mistake I made was in the words I said, not in the heart I hold. I ask for your forgiveness."

On Monday, Republican leaders called for Akin to abandon his campaign against Democratic incumbent Claire McCaskill, and Mitt Romney condemned the "legitimate rape" remarks.

"Congressman's Akin comments on rape are insulting, inexcusable and, frankly, wrong," Romney said. "Like millions of other Americans, we found them to be offensive."

Akin then canceled a scheduled interview with CNN's Piers Morgan. Morgan proceeded to open his primetime show with a shot of Akin's empty chair, calling the embattled Republican Senate candidate a "gutless little twerp" for cancelling the sit-down.

"Congressman, you have an open invitation to join me in that chair whenever you feel up to it," Morgan said. "Because if you don't keep your promise to appear on the show, then you are, what we would call in Britain, a gutless little twerp."

Earlier Monday, several news outlets--including Buzzfeed--reported that Akin would withdraw from the race before Tuesday's deadline.

In an interview on Mike Huckabee's radio show, Akin apologized for his "legitimate rape" comments, but said he wouldn't drop out of the race. "I'm not a quitter," Akin said.

Following the Huckabee interview, Akin tweeted: "I am in this race to win. We need a conservative Senate."

Akins' new campaign ad hits the airwaves a day after the powerful conservative super PAC Crossroads GPS announced it was pulling its advertising money from the Missouri Senate race amid the political firestorm Akin's comments created.

"First of all, from what I understand from doctors [pregnancy after rape] is really rare," Akin told St. Louis' KTVI-TV Fox affiliate in an interview broadcast on Sunday. "If it's a legitimate rape, the female body has ways to try to shut that whole thing down."

Akin said that even if a rape victim does somehow become pregnant, "there should be some punishment, but the punishment ought to be on the rapist and not attacking the child."

Viacom shareholder sues over Sumner Redstone's compensation

LOS ANGELES (TheWrap.com) - Sumner Redstone makes way too much money - at least, according to one Viacom shareholder who's suing the company over the compensation given to executive chairman Redstone and two other Viacom executives.

In a suit filed in Delaware last week, Robert Freedman alleges that Redstone's compensation - along with that of president and CEO Philippe Dauman and COO Thomas Dooley - was inflated due to nebulous bonus criteria such as "vision and leadership" and "continuing to navigate economic challenges." Freedman claims these criteria don't comply with the company's 2007 guidelines for executive compensation, the Los Angeles Times reports.

Freedman, who has been a shareholder since 2005, claims that big bucks were unfairly dispensed to the execs - the suit alleges that Redstone, Dauman and Dooley were overpaid by more than $36 million between 2008 and 2011.

According to the Times, Redstone took in $15 million in salary and bonuses during the fiscal year 2010, and was bumped up to $21 million last year. Dauman, meanwhile, received a $43 million haul last year, while Dooley drew compensation in the $34 million range.

The company's third-quarter earnings were lower than expected this year, with Viacom taking in $523 million, down from $574 million a year earlier.

In a statement to the Times, Viacom said that Freedman's suit "is filled with inaccuracies ... We are confident that Viacom's compensation practices are fully compliant with the law, and consistent with our 2007 plan"

Oliver Stone and Michael Moore, Academy Award-winning filmmakers and free speech activists, have penned an op-ed for The New York Times in support of the Ecuadorean government's decision to grant asylum to WikiLeaks founder Julian Assange, who is wanted for questioning in Sweden in connection with alleged sex crimes.

"We have spent our careers as filmmakers making the case that the news media in the United States often fail to inform Americans about the uglier actions of our own government," Moore and Stone wrote in the op-ed published Tuesday. "We therefore have been deeply grateful for the accomplishments of WikiLeaks, and applaud Ecuador's decision."

The directors criticized the Swedish government for not promising to question Assange, an Australian citizen, without turning him over to the United States.

Swedish authorities have traveled to other countries to conduct interrogations when needed, and the WikiLeaks founder has made clear his willingness to be questioned in London. Moreover, the Ecuadorean government made a direct offer to Sweden to allow Mr. Assange to be interviewed within Ecuador's embassy. In both instances, Sweden refused. Mr. Assange has also committed to traveling to Sweden immediately if the Swedish government pledges that it will not extradite him to the United States. Swedish officials have shown no interest in exploring this proposal.

If Assange is extradited to the United States, Moore and Stone say, it would have a chilling effect on journalism.

"The consequences will reverberate for years around the world," the pair wrote. "Mr. Assange is not an American citizen, and none of his actions have taken place on American soil. If the United States can prosecute a journalist in these circumstances, the governments of Russia or China could, by the same logic, demand that foreign reporters anywhere on earth be extradited for violating their laws. The setting of such a precedent should deeply concern everyone, admirers of WikiLeaks or not."

On Thursday, after Assange was formally granted asylum, Moore encouraged his Twitter followers in London to protest the British government's threat to storm the Ecuadorean Embassy.

And Moore put up $20,000 to help bail Assange out of jail following his 2010 arrest. (The Times did not disclose the payment in its op-ed.)

"Furthermore, I am publicly offering the assistance of my website, my servers, my domain names and anything else I can do to keep WikiLeaks alive and thriving as it continues its work to expose the crimes that were concocted in secret and carried out in our name and with our tax dollars," Moore wrote on his website that year. "We were taken to war in Iraq on a lie. Hundreds of thousands are now dead. Just imagine if the men who planned this war crime back in 2002 had had a WikiLeaks to deal with. They might not have been able to pull it off. The only reason they thought they could get away with it was because they had a guaranteed cloak of secrecy. That guarantee has now been ripped from them, and I hope they are never able to operate in secret again."

On Sunday, Assange spoke from a balcony at the Ecuadorean Embassy in London, where he's been holed up since June.

"I ask President Obama to do the right thing," Assange said as he read a written statement. "The United States must renounce its witch hunt against WikiLeaks. The United States must dissolve its FBI investigation. The United States must vow that it will not seek to prosecute our staff or our supporters."

Does the preseason matter in fantasy football?

I have played in a 10-team keeper league for a decade, with essentially the same corps of buddies since the league's inception. For better or worse, we have always drafted in late July-early August, prior to the preseason getting into what many would consider the relevant games before the regular season kicks off. I had never given much thought to the timing of our draft, barring major injuries, as my guys in late July were often my guys in late August. However, much of that changed after a deal I made prior to the kickoff to the 2008 regular season. It was a four-player deal, but for all intents and purposes there were only two relevant players. I was giving up Thomas Jones in order to obtain DeAngelo Williams. Jones was coming off a relatively successful year in 2007, 22nd amongst all RBs despite only scoring 2 TDs. Williams, despite massive success in college at Memphis, had yet to take over what many considered to be a rather weak backfield in Carolina. Saving the specifics of my thinking in offering the deal, my league-mates were flabbergasted that not only had the deal been accepted, but also that I was the one who made the offer in the first place. Why would anyone deal a high-end RB3, borderline RB2 for a guy who had never proven he was good enough at the NFL level to win a RB competition involving the likes of DeShaun Foster? Not only had Williams not been able to win the job, but the Panther offense had been abysmal in Williams' first 2 seasons, averaging 13 points a game in both 2006 and 2007. As we all know, Williams finished 2008 as the top RB, scoring 18 TDs along the way and even though Jones was no slouch either finishing 6th overall, I had clearly won the deal. Again, barring any lengthy specifics, I targeted Williams after watching his performance in the preseason. However, given most saw it as a stroke of luck, is there anything that can consistently be panned from the preseason? What, if anything, should owners be paying attention to as 2nd and 3rd stringers battle on national television for two and sometimes 3 quarters?

Injuries

Perhaps the most tangible, objective measure to warrant owners' attention in the preseason, injuries tops the list of things to take note of during the preseason. The 2011 preseason saw the end to both fantasy relevant hopefuls Mikel Leshoure and Ryan Williams. Leshoure looked to be the battering ram on a high-octane offense that had struggled finding a closer at the goal line. However, Leshoure never made it to the field in 2011 after he tore his Achilles in early August. Unlike Leshoure, Ryan Williams actually did make it into preseason action, but a ruptured patellar tendon on his first carry led to the end to his 2011 season. The impact injuries will have on a season are not always so easy to discern, however, as Leshoure's and Williams' were. In 2008, proverbial top 3 QB Peyton Manning had two surgeries on his left knee stemming from an infected bursa sac. Manning still finished 7th overall for QBs in 2008, but after finishing in the top three every season since 2003, it was an unexpected drop for most Manning owners. Never a poster child for health, then Falcons QB Michael Vick @MikeVick suffered a fractured fibula in an early preseason game in 2003, forcing him to miss the season's first 10 games. Injuries are obviously impossible to predict, but owners can do themselves a favor keeping an eye on the injury report as teams play their way through the preseason.

Offensive Role

For me, offensive role is the biggest predicator for continued success in the regular season. With veterans there is some obvious leeway, but in places with new faces, the preseason is a great spot to get an idea where a team is leaning. I saw a drastic shift for DeAngelo Williams from 2007 to 2008. Williams wasn't playing with the first team in 2007, nor did he obtain the same amount of carries. The Panthers were unhappy with their backfield, as they drafted Jonathan Stewart in the first round, but rookies rarely stepped in day one and took the starting reins. The role was there for Williams with Foster gone and the preseason numbers backed up my feelings about his potential going in to the regular season. Arian Foster @ArianFoster is another case of offensive role being defined through preseason play. Foster had ended the 2009 season as the team's starting back and did a great job taking over that starter role in the Texans' final two games, posting 200+ yards and three TDs. If there was any question going into 2010, Foster ran rampant on the Cowboys in the 3rd preseason game. Like the Panthers, Houston had spent an early pick on a RB in the 2010 draft, but the Ben Tate season ending injury early in the preseason left the Texans with little more than Foster to rely on. When looking at offensive role, RB may be the most telling position about what players' roles in the regular season may be.

Production

While production has the potential to back up gut feelings about certain players, I think it is important to take numbers with a grain of salt. If your targeted player is healthy and has a clear, defined role then the production can be an added bonus. Having drafted Cam Newton last season, I didn't like what I saw out of Newton as a passer and looked to deal/drop him. In no way did his preseason production as a passer (42% passer, with 300 yards and one TD) translate to the regular season (almost 900 yards in his 1st two games). No way did I, nor anyone else, expect Newton to produce like he did, but I let the fa?ade of the preseason production cloud my judgment going into the regular season. C.J. Spiller @CJSPILLER is another player I was hypnotized by in 2010. With both Marshawn Lynch and Fred Jackson injured, Spiller exploded in the preseason, rushing for 122 yards and three explosive TDs. Spiller's role was, at best, part of a three-way RBBC but more than likely 3rd on a depth chart with two uber-talented RBs ahead of him. Again, my judgment was clouded by production, forgetting to take role into account and found myself reaching for the rookie RB out of Clemson. Another highly productive player during the preseason in 2010, Victor Cruz @TeamVic never had the role in that offense until injuries forced him on the field in 2011. Cruz showed tremendous big play ability, scoring four TDs and accumulating nearly 300 yards receiving in the 2010 preseason, but failed to record a single catch in the 2010 regular season. While the production was certainly there for Cruz, the role was not.

So, does the preseason matter for fantasy football purposes? Well, yes and no. It is important to note, ironically, that a game which revolves entirely around stats and production demands those same things be mostly ignored when watching preseason football. Take the preseason games for what they are, football on television after months of baseball and basketball. Take the stats you hold so dear during the regular season and push them aside, but pay attention to who is getting time with the starters and any injuries, serious and nagging alike. There is much to be learned in these supposed meaningless games; owners just have to know what they are looking for.

A NASA rover has fired the first laser gun on Mars to take a peek inside a small Martian rock.

The Mars rover Curiosity zapped a rock scientists are now calling "Coronation" on Sunday (Aug. 19) to test an instrument that measures the composition of targets hit by its powerful laser beam. The rover fired 30 laser pulses in 10 seconds at the fist-size Coronation rock in order to analyze the results.

"We got a great spectrum of Coronation ? lots of signal," said Roger Wiens, lead scientist for the rover's laser-wielding instrument at the Los Almos National Laboratory in New Mexico, in a statement. "Our team is both thrilled and working hard, looking at the results. After eight years building the instrument, it's payoff time!"

Curiosity's Chemical and Camera instrument, or ChemCam, fires a laser pulses that last just five one-billionths of a second but deliver more than a million watts of power, enough to turn solid rock into an ionized plasma. A trio of spectrometers in the tool then studies the sparks from the laser fire on 6,144 different wavelengths of ultraviolet, visible and infrared light to determine the composition of the vaporized rock.

Sunday's laser firing was primarily target practice for Curiosity, but early results suggest the high-tech instrument is working well, mission managers said. Data from the test showed ChemCam is performing even better than in ground tests on Earth, they added.

"It's so rich, we can expect great science from investigating what might be thousands of targets with ChemCam in the next two years," said instrument deputy project scientist Sylvestre Maurice of the Institut de Recherche en Astrophysique et Plan?tologie (IRAP) in Toulouse, France.

ChemCam is one of 10 instruments packed on Curiosity that rely on the rover's plutonium power source to study Mars. The $2.5 billion rover landed on the Red Planet on Aug. 5 and is expected to explore its Gale Crater landing site for the next two years to determine if the region could have ever supported microbial life.

China says will 'cooperate' with new UN Syria envoy

China welcomed the naming of Lakhdar Brahimi as the new international envoy for the conflict in Syria, vowing support and cooperation for his mission after he replaced Kofi Annan.

"China will support and cooperate positively with Mr Brahimi's efforts at political mediation," the foreign ministry said in a statement.

Beijing, a traditional Damascus ally, differs with the West on how to handle the conflict in Syria, and along with Moscow has vetoed Security Council resolutions on the issue, putting it at odds with Washington and London.

China described Brahimi, an Algerian, as a man with "rich diplomatic experience and the right person to take the position".

It said it hoped he "could stick to the direction of solving Syrian issues politically" and seek "a peaceful, fair and proper settlement", as well as a ceasefire among all parties to end the violence "as soon as possible".

The United Nations named Brahimi to the sensitive post on Friday, with efforts to end the fighting in the Middle Eastern country unsuccessful so far, partly due to the differences among UN Security Council permanent members.

Beijing has repeatedly called for political dialogue and efforts by the UN to resolve the crisis.

Assange berates United States from Ecuador's London embassy


LONDON (Reuters) - WikiLeaks founder Julian Assange berated the United States on Sunday from the balcony of the Ecuadorean embassy where he has sought refuge from arrest, challenging President Barack Obama to end what he called a witch-hunt against his whistle-blowing website.

Speaking from within the London mission to avoid being detained by British police who want to extradite him to Sweden for questioning over rape allegations, Assange said the United States was fighting a war against outlets like WikiLeaks.

Pitching himself alongside Russian punk band Pussy Riot and the New York Times newspaper, Assange said the United States risked shunting the world into an era of journalistic oppression. He did not mention the rape allegations.


"As WikiLeaks stands under threat, so does the freedom of expression and the health of all of our societies," Assange said, dressed in a maroon tie and blue shirt, flanked by the yellow, blue and red Ecuadorean flag with dozens of British policemen lined up on the pavement below.

"I ask President Obama to do the right thing: the United States must renounce its witch-hunt against WikiLeaks," Assange said in a 10-minute speech which he ended with two thumbs up to the world's media.

Ecuadorean President Rafael Correa, a self-declared enemy of "corrupt" media and U.S. "imperialism", granted the former computer hacker political asylum last week, deepening a diplomatic standoff with Britain and Sweden.

Asylum in Ecuador marked the latest twist in a tumultuous journey for Assange since he incensed the United States and its allies by using his WikiLeaks website to leak hundreds of thousands of secret U.S. diplomatic and military cables in 2010, disclosures that often embarrassed Washington.

Assange, 41, took sanctuary in the embassy in June, jumping bail after exhausting appeals in British courts against extradition to Sweden, where he is wanted in Sweden for questioning regarding allegations of rape and sexual assault against two women.

He says he fears Sweden will eventually hand him over to the United States where, in his view, he would face persecution and long-term imprisonment. The United States says it is not involved in the matter.

'WITCH-HUNT'?

To allow Assange to avoid arrest by stepping outside the embassy, a balcony door on an upper floor was removed, leading up to his first public appearance since seeking refuge in the diplomatic mission.

Despite having to stomach the apparent defiance of Assange scolding the world's superpower from a balcony in its capital, Britain's Foreign Office refused comment.

Speaking behind the condor of the Ecuadorean coat of arms on the white balcony railing of the embassy, Assange thanked Correa and Ecuador's diplomats, whom he praised for standing up against oppression.

"The sun came up on a different world and a courageous Latin American nation took a stand for justice," Assange, with cropped hair indicating a recent cut, said from the balcony.

Assange's attempt to escape extradition has touched off a diplomatic tussle between Britain and Ecuador, which accused London of threatening to raid its embassy and casting the dispute as an arrogant European power treating a Latin American nation like a colony.

Assange, who praised a dozen Latin American countries which he said had rallied against Britain in the dispute, said the United States was at a turning point which could drag the rest of the world into a new oppressive era.

He said U.S. army intelligence analyst Bradley Manning, accused of the largest leak of classified documents in U.S. history to WikiLeaks, was a hero who should be released by the United States.

Manning faces life in prison if convicted.

"If Bradley Manning did as he is accused, he is a hero and an example to all of us and one of the world's foremost political prisoners," said Assange. "Bradley Manning must be released."

'FIGHTING SPIRIT'

More than 50 of Assange supporters, many of whom have slept on sheets of cardboard outside the building since Wednesday, decorated barriers with messages of support for Assange and placards reading "asylum - end the witch hunt".

"They are not treating him fairly," said Chantal, 28, a French pro-WikiLeaks blogger who had traveled overnight with a friend from near Paris in the hope of seeing Assange speak.

"Great Britain has shown it doesn't respect human rights - political asylum is a right which should be respected by all countries," she said. She refused to give her surname.

There was also a large crowd of curious passersby and bemused shoppers with bags from the ritzy Harrods store nearby watching the proceedings from across the street.

"Julian Assange is in fighting spirit," Baltasar Garzon, a Spanish jurist and prominent human rights investigator who heads Assange's legal team, told reporters outside the embassy.

"He is thankful to the people of Ecuador and to President Correa for granting him asylum," said Garzon.

Britain says the dispute is about its legal obligations and that Assange should be extradited to Sweden. But Assange says he fears he will eventually be sent to the United States although Washington has so far kept its distance from the dispute.

Exclusive: China tightens lending rules for trusts, corporate bill market

BEIJING/SHANGHAI (Reuters) - China is readying twin initiatives to curb opaque financing practices that threaten the stability of the country's $864 billion investment trust industry and booming corporate paper market, sources with direct knowledge of the plans told Reuters.

The moves, coming separately from the People's Bank of China (PBOC) and the China Banking Regulatory Commission (CBRC), form part a campaign to clean up China's financial system as it opens up domestic capital markets to diversify funding options for cash-strapped firms in the world's No 2 economy.

Two sources close to the CBRC said China's big four managers of bad loans - so-called asset management companies (AMCs) - will be banned from lending directly to investment trust companies under the pretext of acquiring bad debt.

Meanwhile, continuing a clampdown on the corporate bill that began in 2011, the PBOC will, from next year, stop bankers acceptances and similar products from being used to camouflage off-balance-sheet lending to firms, sources with direct knowledge of the situation said.

Trade in commercial bills began to cause concerns in Beijing when the economy showed signs of overheating on a flood of cheap credit in 2010 and issuance of such notes exploded.

Neither the CBRC nor the PBOC provided comment on their plans when contacted by Reuters.

The initiatives could provide reassurance that Beijing is serious about rooting out hidden risks that investors fear lurk in a financial system dominated by state-controlled banks and government-backed business.

For years, China has shuffled bad debt that was run up by big state firms between state banks, other state companies and the government in labyrinthine deals that hid the cost of bad banking, and shielded un-viable state enterprises from bankruptcies.

These losses lurk in the system unaccounted for, tarring banks' and China's fiscal health, and frustrating potential investors who say Beijing quashed the bad debt market by refusing to sell dud loans openly to protect state firms from creditors.

The new rules take aim at two key areas - real estate and lending to China's biggest, mainly state-backed, firms.

"Right now, asset management companies are focusing their main acquisitions among property trusts," one of the sources with knowledge of the CBRC plan said.

"The new rules are obviously targeting areas in the property trust sector vulnerable to problems," added the source, who is not authorized to talk to the media.

Property trusts absorb nearly 13 percent of China's total trust investment and have been pressured in the past year as falling home sales strain developers' ability to repay loans.

Some developers have sold land or half-finished projects held as collateral with trusts to repay debts, with the four AMCs emerging as buyers, Chinese media have reported.

That raises the risk of collateral being pledged twice, or that developer simply uses land to raise fresh loans to fund another unviable project.

Chinese trusts are essentially private capital funds that get money from rich individuals and wealth management arms of Chinese banks on the hunt for lucrative investments.

They had 5.5 trillion yuan ($864 billion) of assets as of the end of June, and had 5.3 trillion yuan of cash to invest, data from the China Trustee Association showed.

PROPERTY TRUST BOOM

Property trusts have boomed in the past two years after Beijing banned real estate developers from borrowing from banks, or raising money in public capital markets in an attempt to dampen record rises in house prices.

Meanwhile the target of the new PBOC rules is the trade in vaguely endorsed, repeatedly discounted corporate bills, which change hands in an intermediate market of "bridge institutions" that regulators fear impair transparency in the financial system.

These bills are notes from a firm instructing a bank to pay a specific sum to a third party payee on a particular date. But if the payee needs the money earlier, it can cash the bill early for a discount - either at the same bank or a different one.

The discounted bill is recorded on the bank's balance sheet, but Chinese banks that wish to decrease the amount of loans that appear on their balance sheets may use repurchase agreements with domestic brokerages, trust firms, wealth management products or rural credit cooperatives to temporarily erase the asset from their balance sheets in order to avoid breaching loan-to-deposit ratios or other lending restrictions.

According to PBOC data, undiscounted corporate bankers acceptance notes increased by 608.9 billion yuan ($95.65 billion)in the first half of 2012, on track to match or exceed the 1.02 trillion yuan increase China posted in 2011.

CLOSING LOOPHOLES

The latest proposed regulations would address highly technical aspects of the corporate bill trade, related to how such instruments are endorsed and resold, but the result would close another loophole for banks attempting to use commercial bills to hide lending, a trader at an Asian bank said.

At the same time, it also appears the rules will make it even more difficult for mutual funds and brokerages to participate in the corporate bill market, sources said.

"The central bank is preparing to hold a training session in Guangxi by the end of the month, and if the revision of the document requesting suggestions goes smoothly, the rules should be implemented next year," a source close to the situation told Reuters.

The last time Beijing cleaned up its banks and rescued them from bankruptcy, it took three broad waves starting in 1998 and ending in 2005, required huge capital injections and bad loan transfers to specially created asset management companies.

The four loan managers are China Cinda Asset Management Corp., Orient Asset Management, Great Wall Asset Management and Huarong Asset Management. They were set up in 1999 to remove about 1.4 trillion yuan of bad debt from China's top four banks.

The Bank for International Settlements estimates 20-24 percent of 2004 GDP was pumped into the banking system, in one of the biggest bank rescues in history.

China's Premier Wen Jiabao says he wants to break the lending monopoly that state-controlled banks enjoy, bringing private capital into carefully policed markets away from unregulated, underground lending that the PBOC estimates was worth 2.4 trillion yuan as at the end of March 2010.

Children are blessed with the gift of innocence. This innocence gives them the ?ability? to not be effected by the grown-up problems & mature dilemmas that the adults around them have to tolerate daily.

Kids have no idea about the bill-paying & debt-collecting that goes on behind the scenes of most family units, & rightfully so, because it?s not their problem. Our job ? as the village ? is to raise & nurture & provide & protect & teach. Not necessarily in that order. If we adhere to this simple template, collectively, society wouldn?t be this pitfall-ridden mouse trap.

Now that I?ve graduated freshman fatherhood (I?m in my 11th year), the job is much easier. Not only are my kids able to communicate with me, but I?m now able to incorporate my experiences as a child into my experience as a parent. & in case you didn?t know, let me be the first to tell you that it?s terrifying.

The obstacles that I had to navigate ? via my parents? instruction ? were nowhere near the size of the obstructions today?s kid faces. I talk about this sort of thing a lot on Twitter because, at some point, young people become parents, & without parents to tell you parental shit, where else would you get the information? The Internet.

Good parenting in 2012 is fueled by a healthy dose of paranoia, & a ton of common sense. Since said sense doesn?t seem to be common these days, it?s important to provide accurate knowledge for survival. Urban survival, so to speak. Without it, life can be a difficult field to traverse. For example, my pops often showed me ways of how to deal with the police. & damn it, it worked. I was pulled over twice on the same $5000 warrant, & not only did the police not impound the vehicle, but both times I was advised to hurry up & clear my record because all the cops aren?t as nice as them. Imagine if I hadn?t learned the fine art of chilling & remaining calm, one of the stronger points of urban survival. Between homeless animals, hungry hooligans, & irritated policemen, remaining calm can be the difference between making it home & being taken to the hospital. (Or worse.)

Today, however, with the world being so callous & predator-friendly, it?s hard to hide the ephemeral attitude of the real world. That means I have to explain things to my kids years before I planned on doing so. That ? in a nutshell ? breaks the chain of innocence that a child should be attached for at least the first 11 years of their life.

& even in places like schools or with relatives ? gray areas where our children should be safely removed from harm & worry ? lie derelict teachers, child molesting ?family members,? virtual dead-ends, & random desensitizing violence piercing our lives, daily. As a father, the least we can do is equip kids with the necessary information because we can?t & won?t always be there to save the day.

Dads are protectors, & I learned long ago that information can protect you as well as any shield or shelter if wielded correctly. Dads are also the first line of offense, which we all know is just as important as defense, especially when you?re playing a game that?s not a game at all.

Avenue Q is a sometimes-raunchy but always-sweet musical. While Hot Summer Nights? production nails the sweet part, it often glazes over the raunchy bits. Yes, there is a sex scene involving nude puppets, a scene that the cast enacts with gusto, but much of the show?s raunchiness is delivered in a way that softens the blow. Swear words are mumbled and vulgar actions are hidden, as if director Richard Roland had doubts about whether or not Raleigh was ready for the show.

In spite of that, an incredibly gifted cast (of both humans and puppets!) delivers solid performances. Erik Floor, with his baby-face and sweet voice, is the perfect puppeteer for Princeton, a recent college graduate who moves to Avenue Q in the hopes of finding his ?purpose,? and also because it?s the only location he can afford. Floor also handles Rod, a Republican with a not-so-hidden secret. In fact, most of the cast, with the exception of human characters Brian (Jesse Gephart), Christmas Eve (Maya Naff), and Gary Coleman (Yolanda Rabun), is responsible for commanding multiple puppets. Annie Floor, who plays Princeton?s love interest, Kate Monster, and Kate?s rival, Lucy, is particularly adept at this. She switches effortlessly between her two characters, sometimes voicing one puppet while holding another. Rabun is yet another standout with her hilarious, gruff portrayal of former child star and current Avenue Q superintendent Gary Coleman. Naff?s heavily-accented and overly tacky Christmas Eve adds in even more silly fun. And while slender Gephart might not be the perfect physical match for the heavyset Brian character, he makes up for his lack of physical suitability with a goofy, energized performance.

Hilarious musical numbers abound, including a very well choreographed ?Everyone?s a Little Bit Racist,? and a too-funny ?You Can Be As Loud as the Hell You Want (When You?re Making Love.)? All of this is set against the backdrop of the rustic apartment building, a set cleverly designed by Chris Bernier. It features a screen that displays words and pictures as needed and occasionally gives viewers a glimpse into the characters? apartments, as well as innovative panels which open outward to reveal miniature apartments. Unfortunately, on opening night, there were a few snares in other areas. The lighting occasionally lagged behind the action, and the screen cut off the ?S? in ?Schadenfreude? during the musical number of the same name.

Despite a few minor issues, however, this production is ultimately a success. For anyone who longs to see a kid?s show for adults and to learn or re-learn a few important lessons about what it means to be a grown-up, this is the show to see.

(AP) ? Samsung Electronics Co. is taking another shot at the dominance of Apple's iPad with a tablet equipped with a digital pen and a faster processor at the same price tag.

The Wi-Fi only version of the Galaxy Note 10.1 will go on sale in the U.S. on Thursday. The price starts at $499 for the basic model with 16 gigabytes of storage and $549 for the 32-gigabyte model, expandable with an external memory card.

Apple's latest iPad starts at the same price but the Note 10.1 offers some features that the iPad doesn't have, while its screen resolution is lower than the iPad's. It is Samsung's first Android tablet equipped with a digital pen and can run two applications side-by-side on a screen divided in half.

The split screen, made possible by the quad-core processor and 2 gigabytes of RAM, can be useful when taking notes while watching a video or surfing the Internet.

Analysts said this capability of the Note tablet is intended to attract business and education customers, a strategy that could be more effective than going all out against the iPad, which already dominates nearly 70 percent of the worldwide tablet market.

Samsung released about a half dozen Android tablets in the last two years under the Galaxy Tab series but none of them has been as popular as the iPad. Analysts say Android tablets are less successful because of a dearth of applications and higher prices.

But with the Note 10.1, the South Korean company believes it has a product that will find favor with corporations and schools despite the iPad's rich pool of applications and sharper screen.

While Apple makes one new model for the iPhone and iPad every year to meet demand from all around the world, Samsung releases multiple mobile products with variations in prices, screen sizes, hardware and operating systems.

This strategy helped Samsung edge pass Apple in smartphone sales but hasn't paid off in the tablet area, probably because Samsung's previous tablets were not differentiated enough from the iPad. Samsung's second-quarter market share in the global tablet market fell to 9 percent, while nearly seven out of 10 tablets in the market were emblazoned with Apple logo, according to IHS iSuppli.

Analysts say they see how multitasking, the note-taking feature and other tasks that can be done with the digital pen can help differentiate the Galaxy Note 10.1 from the iPad, something that may grab the attention of professional artists, educators and businesses if these features are executed smoothly.

"I think the video on the left and note-taking on the right half of the screen can be widely used for educational purposes," said Lee Sei-cheol, a technology analyst at Meritz Securities.

Samsung has improved the pressure-sensitive pen to make it feel more natural and accurate since the "S Pen" digital pen was first introduced with the Galaxy Note last year. The unexpected success of the 5.3-inch hybrid of a smartphone and a tablet emboldened Samsung to further explore the digital pen features.

There are also some 30 applications for sketching and note taking as well as Adobe Photoshop Touch and games where S Pen comes in handier than touching the screen. Samsung plans to expand the list of applications that support multitasking, which is currently limited to six, an official said.

Other features indicate that Samsung developed the products with the education and corporate markets in sight. The updated S Note app can recognize handwritten math formula, geometric shapes, English alphabets and Chinese characters, allowing the digital pen to function as an input device in the absence of a physical keyboard.

"The S Pen offers both active content creation as well as passive content consumption," President of Samsung Electronics America Tim Baxter said in a statement.

In South Korea, Samsung has already started going after enterprise clients and schools with the Galaxy Note 10.1 and the company has not released the product for consumers.

Samsung Life Insurance and its affiliated insurance company Samsung Fire & Marine Insurance began handing out the Note 10.1 for sales people who are ditching large stacks of paper for the tablet.

Samsung also said it will donate nearly 600 Note tablets to eight South Korean schools for educational use. South Korea is rolling out a $2 billion project to replace paper books with digital texts.
